കേരള തീരത്ത് നിന്ന് അടുത്താണ് മാലദ്വീപ്. കേരളവുമായി വളരെ സാമ്യമുള്ളതാണ് ഇവിടുത്തെ കാലാവസ്ഥയും. രണ്ടായിരത്തിലേറെ വരുന്ന കൊച്ചു കൊച്ചു ദ്വീപുകളുടെ ഒരു സമൂഹമായ മാലിദ്വീപില്‍ 230 ദ്വീപുകളിലാണ് ജനവാസമുള്ളത്. ഒന്നോ രണ്ടോ ചതുരശ്ര കിലോമീറ്ററാണ് ഓരോ ചെറുദ്വീപിന്റെയും വിസ്തീർണ്ണം. പവിഴദ്വീപസമൂഹങ്ങൾ (അറ്റോൾ) ചേർന്നതാണ് മാലിദ്വീപുകൾ. ഓരോ പവിഴദ്വീപസമൂഹത്തിലും ഒട്ടേറെ ചെറുദ്വീപുകൾ ഉണ്ടാകും. അങ്ങനെ ആകെ 1200 ഓളം പവിഴപുറ്റ് ദ്വീപുകളാണ് ഈ ദ്വീപസമൂഹത്തിലുള്ളത്. തദ്ദേശീയർ താ‍മസിക്കാത്ത ദ്വീപുകളിലാണ് വിദേശവിനോദസഞ്ചാരികൾക്കായി റിസോർട്ടുകൾ ഉള്ളത്.

സൗദി അറേബ്യ ഇന്ത്യക്കാരുടെ നേരിട്ടുള്ള പ്രവേശനം വിലക്കുകയും റെഡ് ലിസ്റ്റില്‍ ഉള്‍പ്പെടാത്ത ഏതെങ്കിലും രാജ്യത്ത് പതിനാലു ദിവസം താമസിക്കണമെന്ന വ്യവസ്ഥ നിര്‍ബന്ധമാക്കുകയും ചെയ്തതോടെ നിലവില്‍ ഏറ്റവും കൂടുതല്‍ പ്രവാസികള്‍ മാലിദ്വീപില്‍ താമസിച്ചതിനു ശേഷമാണ് സൗദിയിലേക്ക് പ്രവേശിക്കുന്നത്.

നിലവില്‍ പ്രവാസികളെ കൊണ്ട് നിറഞ്ഞ ദ്വീപില്‍ നിലവാരമുള്ള താമസ സൗകര്യങ്ങള്‍ ലഭിക്കുക എന്നത് അത്യന്തം ദുഷ്കരമായിരിക്കുകയാണ്. മാലിയിലെ ടൂറിസം മന്ത്രാലയം അംഗീകാരം ലഭിച്ച ട്രാവല്‍ ഏജന്‍സികള്‍ വഴിയാണ് കേരളത്തിലെ ട്രാവല്‍ ഏജന്‍സികള്‍ തങ്ങളുടെ പാക്കേജുകള്‍ ഏകോപിപ്പിക്കുന്നത്. ഇത് കൂടുതല്‍ ചൂഷണത്തിന് വഴിയൊരുക്കുന്നതിനാല്‍ പ്രവാസികള്‍ക്ക് കൂടുതല്‍ തുക താമസത്തിനായി വഹിക്കേണ്ടി വരുന്ന അവസ്ഥയാണ് നിലവില്‍ ഉള്ളത്.

ന്യൂഡല്‍ഹി: കേരളത്തില്‍ നിന്നും കൂടുതല്‍ സൗകര്യങ്ങള്‍ വാഗ്ദാനം ചെയ്ത് വന്‍തുക വാങ്ങി പ്രവാസികളെ മാലിദ്വീപില്‍ എത്തിച്ച് ദുരിതത്തിലാക്കുന്ന ട്രാവല്‍ ഏജന്‍സികള്‍ക്ക് എതിരെ ഇന്ത്യയിലും മാലിദ്വീപിലും നിയമ നടപടികള്‍ ആരംഭിക്കുന്നു. പ്രവാസികളെ ഇരയാക്കി ഇത്തരം സംഭവങ്ങള്‍ വര്‍ദ്ധിച്ചു വരുന്ന സാഹചര്യത്തിലാണ് ഈ നീക്കം.

ഇക്കഴിഞ്ഞ ഏഴാം തിയ്യതി നെടുമ്പാശേരിയില്‍ നിന്ന് മാലിദ്വീപിലേക്ക് എത്തിയ മലയാളികളുടെ സംഘത്തെ താമസ സ്ഥലത്തേക്ക് പ്രവേശിക്കാന്‍ അനുവദിക്കാതെ തദ്ദേശീയരായ ഒരു കൂട്ടം ആളുകള്‍ തടഞ്ഞു തിരിച്ചയച്ച സംഭവത്തില്‍ പ്രവാസികള്‍ക്കിടയില്‍ വ്യാപകമായ പ്രതിഷേധം ഉയര്‍ന്നിരുന്നു. രണ്ടു ദ്വീപുകളിലെ താമസ കേന്ദ്രങ്ങളില്‍ നിന്നും തിരിച്ചയക്കപ്പെട്ട ഇവര്‍ക്ക് പിന്നീട് നീണ്ട പത്തു മണിക്കൂര്‍ നേരത്തെ ഇടവിട്ട യാത്രക്ക് ശേഷമാണ് മൂന്നാമതൊരു ദ്വീപില്‍ താമസ സൗകര്യം ലഭിച്ചത്. മൂന്നാമത്തെ താമസ സൗകര്യം ലഭിക്കുന്നത വരെ അക്ഷരാര്‍ത്ഥത്തില്‍ ഭക്ഷണം പോലും ലഭിക്കാതെ കൊടിയ ദുരിതത്തിലായിരുന്നു ഈ പ്രവാസികള്‍.

ഇവരെ നെടുമ്പാശേരിയില്‍ നിന്ന് ചാര്‍ട്ടെഡ്‌ വിമാനത്തില്‍ മാലിയില്‍ എത്തിച്ചത് അല്‍ഹിന്ദ് ട്രാവല്‍ ഏജന്‍സിയാണ് എന്ന് യാത്രക്കാര്‍ വ്യക്തമാക്കുന്നു. എന്നാല്‍ മാലിദ്വീപ് നിഷ്കര്‍ഷിച്ച നിബന്ധനകള്‍ പാലിച്ച് നിയമപരമായ രേഖകളുമായി രാജ്യത്തേക്ക് പ്രവേശിച്ച മലയാളി പ്രവാസികള്‍ക്ക് എതിരെ തദ്ദേശീയരുടെ സംഘടിത പ്രതിഷേധവും തടഞ്ഞു വെക്കലും ഉണ്ടായിട്ടും പോലീസിലോ മറ്റു അധികാര കേന്ദ്രങ്ങളിലോ പരാതി നല്‍കാതെ പ്രവാസികളെ മണിക്കൂറുകളോളം വീണ്ടും യാത്ര ചെയ്യിച്ചു വിദൂരമായ ദ്വീപില്‍ എത്തിച്ച് താമസ സൗകര്യം നല്‍കുകയാണ് മാലിയിലെ ഏജന്റുമാര്‍ ചെയ്തത്.

അതിനു ശേഷവും സമാനമായ സംഭവങ്ങള്‍ ആവര്‍ത്തിച്ചിരുന്നു. കൂടുതല്‍ സൗകര്യങ്ങളുള്ള താമസ കേന്ദ്രങ്ങള്‍ വാഗ്ദാനം ചെയ്ത് വന്‍തുകയുടെ പാക്കേജില്‍ എത്തിയ പല പ്രവാസികള്‍ക്കും ശരാശരിയില്‍ താഴ്ന്ന സൗകര്യങ്ങളാണ് ലഭിച്ചു കൊണ്ടിരിക്കുന്നത്. ഇവര്‍ക്ക് വാഗ്ദാനം ചെയ്യപ്പെട്ട സൌകര്യങ്ങള്‍ ലഭിച്ചിട്ടില്ല.

സുപ്രീം കോടതി അഭിഭാഷകനും ഗള്‍ഫ് രാജ്യങ്ങളില്‍ കോര്‍പറേറ്റ് കണ്‍സല്‍ട്ടന്റുമായ അഡ്വ.ഷിയാസ് കുഞ്ഞിബാവയുടെ നേതൃത്വത്തില്‍ അഭിഭാഷ സംഘമാണ് നിയമ നടപടികള്‍ ആരംഭിക്കുന്നത്. ഈ പ്രതിസന്ധി ഘട്ടത്തില്‍ കൊടിയ ദുരിതം അനുഭവിക്കുന്ന പ്രവാസികളെ നിര്‍ദാക്ഷിണ്യം വഞ്ചിക്കുന്നത് തുടര്‍ കഥയായതോടെയാണ് ഉത്തരവാദപ്പെട്ടവര്‍ക്കെതിരെ നിയമ നടപടികളുമായി മുന്നോട്ടു പോകാന്‍ തീരുമാനിച്ചതെന്ന് ഷിയാസ് കുഞ്ഞിബാവ വ്യക്തമാക്കി.

ട്രാവല്‍ ഏജന്‍സികളുടെ ചതിയും വഞ്ചനയും സംബന്ധിച്ച് നിരവധി പേര്‍ തങ്ങളുടെ അനുഭവങ്ങള്‍ പങ്കു വെച്ചിരുന്നു. ഇക്കാര്യങ്ങളില്‍ കേരളത്തിലും മാലിയിലും ആവശ്യമായ അന്വേഷണം നടത്തി നിജസ്ഥിതി ഉറപ്പു വരുത്തി ട്രാവല്‍ ഏജന്‍സികള്‍ വീഴ്ച വരുത്തിയെന്ന് വ്യക്തമായതോടെയാണ് നിയമ നടപടികള്‍ സ്വീകരിക്കാന്‍ തീരുമാനിച്ചത്. നിയമ ലംഘകര്‍ക്ക് എതിരെ ഇന്ത്യയിലും മാലിദ്വീപിലും നിയമ നടപടികള്‍ സ്വീകരിക്കും.

മാലിദ്വീപിലെ ടൂറിസം നിയമ പ്രകാരം മാലിദ്വീപിലേക്ക് പ്രവേശിക്കുന്ന മാലിദ്വീപ് സ്വദേശിയല്ലാത്തവരോ റസിഡന്റ് പെര്‍മിമിറ്റ് ഇല്ലാത്തവരുമായ ആയ ഏതൊരു വ്യക്തിയും ടൂറിസ്റ്റ് എന്ന നിര്‍വചനത്തില്‍ പെടുന്നു. അത് പ്രകാരം കേരളത്തില്‍ നിന്നും മാലിദ്വീപില്‍ എത്തിയ മലയാളികള്‍ അടക്കമുള്ള ഓരോ വ്യക്തിയും ടൂറിസ്റ്റുകളാണ്. അതിനാല്‍ മാലിദ്വീപ് ടൂറിസം നിയമ പ്രകാരം നിഷ്കര്‍ഷിക്കുന്ന പരിഗണന ഏതൊരു മലയാളിക്കും ലഭിച്ചേ മതിയാകൂ. അല്ലാത്ത പക്ഷം അത് നിയമ ലംഘനമാണ്. ട്രാവല്‍ ഏജന്‍സികള്‍ നിശ്ചയിക്കുന്ന പാക്കേജുകള്‍ക്ക് വിലപേശാതെ അവര്‍ പറയുന്ന നിരക്ക് കൊടുത്ത് യാത്ര ചെയ്യുന്ന ഓരോ പ്രവാസിക്കും ഇന്ത്യയിലെയും മാലിദ്വീപിലെയും നിയമം നിഷ്കര്‍ഷിക്കുന്ന നിലവാരത്തിലുള്ള സേവനം നല്‍കാന്‍ ഓരോ ട്രാവല്‍ ഏജന്‍സിയും ടൂര്‍ ഓപറേറ്റര്‍മാരും ബാധ്യസ്ഥരാണ്. പ്രതികരിക്കാന്‍ ശേഷി ഇല്ലെന്ന് കരുതി അവരെ മാടുകളെ പോലെ പരിഗണിക്കുന്നതും ചൂഷണം ചെയ്യുന്നത് നിയമ പരമായും ധാര്‍മ്മികമായും തെറ്റാണെന്ന് അഡ്വ.ഷിയാസ് കുഞ്ഞിബാവ വ്യക്തമാക്കുന്നു.

കേരളത്തില്‍ നിന്നും പ്രവാസികളുടെ ബുക്കിങ്ങുകള്‍ സ്വീകരിച്ച ട്രാവല്‍ ഏജന്‍സികള്‍ക്ക് എതിരെയും സബ് എജന്റുമാര്‍ക്കെതിരെയും നാട്ടില്‍ നിയമ നടപടികള്‍ സ്വീകരിക്കും. പ്രധാന ഏജന്റുമാര്‍ക്ക് എതിരെ ഇന്ത്യയിലും മാലിദ്വീപിലും നിയമ നടപടികള്‍ ആരംഭിക്കും. ഇതിനായി സുപ്രീം കോടതി അഭിഭാഷകര്‍ ഉള്‍പ്പെടെയുള്ള സംഘമാണ് നിയമ നടപടികള്‍ക്ക് നേതൃത്വം നല്‍കുക. മാലിദ്വീപിലും നിയമ നടപടികള്‍ ഏകോപിപ്പിക്കുന്നതിനുള്ള അവിടുത്തെ സ്വദേശികളായ നിയമ വിദഗ്ദരും സഹകരിക്കും.

ആദ്യ ഘട്ടത്തില്‍ വീഴ്ച വരുത്തിയ ഏജന്റുമാര്‍ക്ക് എതിരെ മാലിദ്വീപിലെ ടൂറിസം വകുപ്പിലും മന്ത്രാലയത്തിലും മറ്റു ബന്ധപ്പെട്ട അധികാര സ്ഥാപനങ്ങളിലും പരാതികള്‍ നല്‍കും. മാലിദ്വീപിലെ ടൂറിസത്തിന്റെ മറവില്‍ ആളുകളെ ആകര്‍ഷിച്ച് വന്‍തുക വാങ്ങി വിദൂരമായ ദ്വീപുകളില്‍ നരക സമാനമായ അനുഭവങ്ങള്‍ സമ്മാനിച്ച ഏജന്‍സികളുടെ വീഴ്ചകള്‍ അധികൃതരുടെ മുന്‍പില്‍ സമര്‍പ്പിച്ച് വീഴ്ചകള്‍ വരുത്തിയവരെ കരിമ്പട്ടികയില്‍ പെടുത്താന്‍ ആവശ്യപ്പെടും. ഇന്ത്യയിലും സമാനമായ നിയമ നടപടികള്‍ ആരംഭിക്കും.

മാലിദ്വീപിലെ ടൂറിസം നിയമ പ്രകാരം നിഷ്കര്‍ഷിച്ചിട്ടുള്ള നിലവാരത്തിനു ഏറെ താഴെയുള്ള സൗകര്യങ്ങളാണ് ഇപ്പോള്‍ കേരളത്തില്‍ നിന്നും കൊണ്ട് വന്നവര്‍ക്ക് നല്‍കുന്നത്. നിലവില്‍ കേരളത്തില്‍ നിന്നും മാലിദ്വീപില്‍ എത്തിയവര്‍ക്ക് ഇവര്‍ നല്‍കുന്ന സൗകര്യങ്ങളുടെ നിലവാരം പരിശോധിക്കണമെന്നും ആവശ്യപ്പെടും.

നിയമത്തില്‍ നിഷ്കര്‍ഷിച്ചിട്ടുള്ള യോഗ്യതയോ നിലവാരമോ ഇല്ലാത്ത താമസ കേന്ദ്രങ്ങളും അംഗീകാരം ഇല്ലാത്ത തദ്ദേശീയരായ എജന്റുമാരും ഗൈഡുകളും ടൂര്‍ ഓപറേറ്റര്‍മാരുമാണ് കേരളത്തില്‍ നിന്നുള്ള ട്രാവല്‍ ഏജന്‍സികള്‍ക്ക് വേണ്ടി മാലിയില്‍ പ്രവര്‍ത്തിക്കുന്നത്. ഇന്ത്യയില്‍ നിന്നും ആളുകളെ സംഘടിപ്പിക്കുന്ന പല ട്രാവല്‍ ഏജന്‍സികള്‍ക്കും ടൂര്‍ ഓപറേറ്റര്‍മാര്‍ക്കും നിയമപരമായ അനുമതി ഇല്ല. മാലിദീപില്‍ തൊഴില്‍ വിസയില്‍ എത്തിയ വിദേശികള്‍ പോലും ഇപ്പോള്‍ ടൂറിസ്റ്റ് എജന്റുകളായി പ്രവര്‍ത്തിക്കുകയാണ്. മാലിദ്വീപിലെ ടൂറിസം നിയമത്തിലെ വകുപ്പ് 39 അനുസരിച്ച് മാലിദ്വീപ് ഫോറിന്‍ ഇന്‍വെസ്റ്റ്‌മെന്റ് നിയമ പ്രകാരം കരാര്‍ ഇല്ലാതെ വിദേശത്ത് നിന്നും ഉള്ളവര്‍ രാജ്യത്തെ ടൂറിസവുമായി ബന്ധപ്പെട്ട പ്രവര്‍ത്തനങ്ങളില്‍ ഏര്‍പ്പെടുന്നത് നിയമ വിരുദ്ധമാണ്.

കേരളത്തില്‍ താമസ സൗകര്യം ഒരുക്കാന്‍ എന്ന പേരില്‍ വന്‍തുക വാങ്ങി മാലിയില്‍ താമസ കേന്ദ്രങ്ങള്‍ ഒരുക്കാതെ വഞ്ചിച്ച കേരളത്തിലെ എജന്‍സിക്കെതിരെയും ഇവരുടെ ഏജന്റുമാരായി മാലിദ്വീപില്‍ പ്രവര്‍ത്തിച്ച സ്വദേശികളും വിദേശികളുമായ ഏജന്റുമാരുടെയും അനുമതിയും ലൈസന്‍സുകളും പരിശോധനക്ക് വിധേയമാക്കണം. ഇവര്‍ക്ക് മാലിദ്വീപ് ടൂറിസം നിയമത്തിന്റെ വകുപ്പ് 32 പ്രകാരമുള്ള ലൈസന്‍സോ അനുമതിയോ ഇല്ലെങ്കില്‍ ഇവര്‍ക്കെതിരെ ശക്തമായ നിയമ നടപടികള്‍ ആരംഭിക്കാനും ടൂറിസം മന്ത്രാലയത്തിനോട് ആവശ്യപ്പെടും.

നിയമ ലംഘകരില്‍ നിന്നും ടൂറിസം നിയമത്തിലെ വകുപ്പ് 47 പ്രകാരമുള്ള ശിക്ഷയായ 100,000 റുഫിയ (അഞ്ചു ലക്ഷത്തോളം രൂപ) ഈടാക്കണമെന്നും ആവശ്യപ്പെടും.

മലയാളികളെ നാട്ടില്‍ നിന്നും കൊണ്ട് പോയ ദിവസങ്ങളില്‍ ബന്ധപ്പെട്ട ഏജന്‍സി ഇവര്‍ക്കായി മാലിദ്വീപില്‍ ഹോട്ടല്‍ ബുക്കിംഗ് നടത്തിയിട്ടില്ല എന്ന കാര്യവും വ്യാജ ഹോട്ടല്‍ ബുക്കിംഗ് നടത്തി കേരളത്തില്‍ നിന്നും ആളുകളെ വഞ്ചിച്ച് മാലിദ്വീപില്‍ എത്തിച്ച ശേഷം വഴിയാധാരമാക്കിയ സംഭവവും മന്ത്രാലയത്തെ തെളിവ് സഹിതം ബോധ്യപ്പെടുത്തും. നിയമപരമായി മന്ത്രാലയം നിഷ്കര്‍ഷിച്ച രേഖകളുമായി നിബന്ധനകള്‍ പാലിച്ച് മാലിദ്വീപില്‍ പ്രവേശിച്ച ടൂറിസ്റ്റുകളെ തടഞ്ഞു നിര്‍ത്തി ബോട്ടുകളില്‍ ബന്ദിയാക്കി തിരിച്ചയച്ച നാട്ടുകാരുടെ പേരില്‍ മാലിയില്‍ ക്രിമിനല്‍ നടപടികള്‍ സ്വീകരിക്കാനും ആവശ്യപ്പെടും.

ഇവരുടെ പ്രവൃത്തികള്‍ മൂലം ടൂറിസ്റ്റുകള്‍ക്ക് ഉണ്ടായ ദുരിതങ്ങള്‍ വിവരിച്ച് കേരളത്തിലെയും ഗള്‍ഫ് രാജ്യങ്ങളിലെയും പത്രങ്ങളില്‍ വാര്‍ത്തകള്‍ പ്രസിദ്ധീകരിച്ചതും വീഡിയോകള്‍ സാമൂഹിക മാധ്യമങ്ങളില്‍ വ്യാപകമായി പ്രചരിച്ചത് മൂലവും അടുത്ത വര്‍ഷം ടൂറിസത്തിന്റെ ഗോള്‍ഡന്‍ ജൂബിലി ആഘോഷിക്കാന്‍ ഒരുങ്ങുന്ന മാലിദ്വീപിന്റെ പ്രതിച്ഛായക്ക് ആഗോള വ്യാപകമായി ഏറ്റ കളങ്കവും ബോധ്യപ്പെടുത്തും.

ഓഗസ്റ്റ് മാസത്തില്‍ നെടുമ്പാശേരിയില്‍ നിന്ന് മാലിദ്വീപിലേക്ക് സര്‍വീസ് നടത്തിയ ചാര്‍ട്ടെഡ്‌ വിമാനങ്ങള്‍ സംബന്ധിച്ച രേഖകള്‍ ഇന്ത്യയില്‍ നിന്നും മാലിദ്വീപില്‍ നിന്നും അടുത്ത ദിവസങ്ങളിലായി ലഭിക്കുമെന്നും കൂടുതല്‍ തെളിവുകള്‍ ശേഖരിച്ചു കൊണ്ടിരിക്കുകയാണെന്നും അഡ്വ.ഷിയാസ് കുഞ്ഞിബാവ വ്യക്തമാക്കി. ഈ രേഖകള്‍ വരും ദിവസങ്ങളില്‍ ലഭ്യമാകും. നിലവില്‍ യാതനകള്‍ അറിയിച്ച പ്രവാസികള്‍ കൂടാതെ ട്രാവല്‍ ഏജന്‍സികളുടെയും സബ് ഏജന്റുമാരുടെയും ഭാഗത്ത് നിന്നും മോശമായ സേവനവും പ്രതികരണങ്ങളും ലഭിച്ച കൂടുതല്‍ യാത്രക്കാര്‍ അനുഭവങ്ങള്‍ പങ്കു വെച്ചു കൊണ്ടിരിക്കുകയാണ്.

രാത്രി പത്തര മണിയോടെ മാലിദ്വീപില്‍ എത്തിയ ഇവര്‍ക്ക് ഈ പ്രതിഷേധങ്ങള്‍ മൂലം പിറ്റേ ദിവസം വൈകീട്ട് നാലര മണിയോടെയാണ് നീണ്ട പത്തു മണിക്കൂര്‍ നേരത്തെ ഇടവിട്ട യാത്രക്ക് ശേഷം താമസ കേന്ദ്രത്തില്‍ എത്തിച്ചേരാന്‍ സാധിച്ചത്.

വിമാനതാവളത്തിലെ എമിഗ്രേഷന്‍ ക്ലിയറന്‍സിന് ശേഷം അഞ്ചു മണിക്കൂര്‍ സമയം ബോട്ടിലൂടെ യാത്ര ചെയ്ത് ആദ്യം നൈഫാറു ദ്വീപിലെ താമസ കേന്ദ്രത്തില്‍ എത്തിയെങ്കിലും മലയാളികളുടെ സംഘത്തെ തദ്ദേശീയരായ ഒരു കൂട്ടം ആളുകള്‍ അവിടെ താമസിക്കാന്‍ അനുവദിക്കാതെ തിരിച്ചയക്കുകയായിരുന്നു. തുടര്‍ന്ന് അവിടെ നിന്നും രണ്ടര മണിക്കൂറോളം വീണ്ടും ബോട്ടില്‍ യാത്ര ചെയ്ത് മാൽഹൂസ് എന്ന ദ്വീപില്‍ എത്തിയെങ്കിലും അവിടെയും സമാനമായ സംഭവം ആവര്‍ത്തിച്ചു. അവിടെയും ഒരു കൂട്ടം നാട്ടുകാര്‍ പ്രതിഷേധം ഉയര്‍ത്തിയതിനെ തുടര്‍ന്ന് വീണ്ടും രണ്ടര മണിക്കൂര്‍ ബോട്ടില്‍ യാത്ര ചെയ്ത് യാത്രക്കാരെ ഹിനൊവാർ എന്ന മറ്റൊരു ദ്വീപിലെ താമസ കേന്ദ്രത്തില്‍ എത്തിക്കുകയായിരുന്നു.

നൈഫാറു ദ്വീപിലും മാല്‍ഹൂസിലും അവിടങ്ങളിലെ നാട്ടുകാര്‍ തന്നെയാണ് പ്രശ്നങ്ങള്‍ സൃഷ്ടിച്ചത് എന്നാണ് യാത്രക്കാര്‍ വ്യക്തമാക്കുന്നത്. തുടക്കത്തില്‍ അവിടെയുണ്ടായിരുന്ന ഏതാനും ആളുകളാണ് തടഞ്ഞതെങ്കിലും പിന്നീട് കൂടുതൽ ആളുകൾ ബൈക്കുകളിലും മറ്റുമായി പ്രദേശത്തേക്ക് എത്തിച്ചേര്‍ന്ന് നൂറ്റന്‍പതോളം ആളുകള്‍ പ്രതിഷേധം ഉയര്‍ത്തുകയായിരുന്നു. തുടര്‍ന്നാണ്‌ ഇരു സ്ഥലങ്ങളില്‍ നിന്നും യാത്രക്കാര്‍ക്ക് മാറി പോകേണ്ടി വന്നത്.

മലയാളികളായ യാത്രക്കാര്‍ക്ക് അനുവദിക്കപ്പെട്ട താമസ കേന്ദ്രമെന്ന് വിശ്വസിപ്പിച്ചാണ് ഇവരെ അവിടങ്ങളിലേക്ക് കൊണ്ട് പോയത്. എന്നാല്‍ നാട്ടുകാര്‍ പ്രതിഷേധം ഉണ്ടാക്കിയതിനെ തുടര്‍ന്ന് ഇവരെ എജന്റ് തന്നെ മറ്റുള്ള സ്ഥലങ്ങളിലേക്ക് കൊണ്ട് പോകുകയായിരുന്നു.

സംഘത്തില്‍ ഉണ്ടായിരുന്ന ഒരു യാത്രക്കാരന്‍ ചിത്രീകരിച്ച വീഡിയോ സമൂഹ മാധ്യമങ്ങളില്‍ പ്രചരിച്ചിരുന്നു. ഇതേ തുടര്‍ന്ന് നിരവധി ഓണ്‍ലൈന്‍ പത്രങ്ങള്‍ ഇത് സംബന്ധിച്ച വാര്‍ത്തകളും പ്രസിദ്ധീകരിച്ചു. അല്‍ഹിന്ദ് ട്രാവല്‍സ് ചാര്‍ട്ടര്‍ ചെയ്ത ഫ്ലൈറ്റിലാണ് തങ്ങള്‍ മാലിയില്‍ എത്തിയതെന്നാണ് വീഡിയോയില്‍ യാത്രക്കാരന്‍ പറയുന്നത്.

സംഭവത്തില്‍ പ്രവാസികള്‍ക്കിടയില്‍ പ്രതിഷേധം ഉയര്‍ന്നു കഴിഞ്ഞു. മാലി അധികൃതര്‍ നിഷ്കര്‍ഷിച്ച എല്ലാ രേഖകളും മാനദണ്ഡങ്ങളും പാലിച്ച് എത്തിയ യാത്രക്കാര്‍ക്ക് നേരെ എന്ത് കൊണ്ടാണ് തദ്ദേശീയര്‍ പ്രതിഷേധം ഉയര്‍ത്തിയതെന്ന് വ്യക്തമല്ല. ഇത് സംബന്ധിച്ച് ട്രാവല്‍ ഏജന്‍സിയില്‍ നിന്നും വിശ്വാസ യോഗ്യമായ വിശദീകരണം ഇതുവരെ ഉണ്ടായിട്ടില്ല.

സന്ദര്‍ശകര്‍ക്ക് വിസ നല്‍കിയാല്‍ അവര്‍ക്ക് രാജ്യത്തേക്ക് പ്രവേശനവും ആവശ്യമായ സംരക്ഷണവും നല്‍കേണ്ടത് മാലി അധികൃതരുടെ ഉത്തരവാദിത്വമാണ്. നിയമപരമായി രാജ്യത്തേക്ക് പ്രവേശിച്ച സന്ദര്‍ശകര്‍ക്ക് എതിരെ നാട്ടുകാര്‍ തിണ്ണമിടുക്ക് കാണിക്കുകയാണെങ്കില്‍ അവര്‍ക്കെതിരെ നടപടികള്‍ എടുക്കേണ്ടതും മാലി അധികൃതരാണ്. മറ്റൊരു രാജ്യക്കാരായ സന്ദര്‍ശകര്‍ക്ക് എതിരെ ഗുണ്ടായിസം കാണിച്ച ഇവര്‍ക്ക് എതിരെ നിയമ നടപടികള്‍ സ്വീകരിക്കാതിരിക്കുന്നത് അന്താരാഷ്‌ട്ര മര്യാദകള്‍ക്ക് ചേര്‍ന്നതല്ല.

എന്നാല്‍ നടപടി എടുക്കുന്നതിനായി ഇത് സംബധിച്ച യാതൊരു പരാതിയും ഇതുവരെ തങ്ങള്‍ക്ക് ലഭിച്ചിട്ടില്ലെന്ന് മാലി പോലീസ് വ്യക്തമാക്കുന്നു. ഇത്തരമൊരു സംഭവത്തെ കുറിച്ച് അറിയില്ലെന്നും ഇക്കാര്യത്തെ കുറിച്ച് അന്വേഷിച്ച ഞങ്ങളുടെ പ്രതിനിധിയോടു പോലീസ് വ്യക്തമാക്കി.

യാത്രക്കാരുടെ യാത്രാ രേഖകള്‍ നൂറു ശതമാനവും കൃത്യമായിരുന്നു എന്ന് വ്യക്തമാണ്. രേഖകളില്‍ വ്യത്യസം ഉണ്ടായിരുന്നെങ്കില്‍ ഇവര്‍ക്ക് നെടുമ്പാശ്ശേരിയില്‍ നിന്ന് ബോര്‍ഡിംഗ് പാസ്സും മാലിയില്‍ നിന്ന് എമിഗ്രേഷന്‍ ക്ലിയറന്‍സം ലഭിക്കില്ലായിരുന്നു. എല്ലാ പരിശോധനകള്‍ക്ക് ശേഷം തടസ്സങ്ങള്‍ ഇല്ലാതെ ഇവര്‍ മാലിയിലേക്ക് പ്രവേശിച്ചു എന്നത് തന്നെ രേഖകള്‍ കൃത്യമായിരുന്നു എന്നതിന്റെ തെളിവാണ്.

കൃത്യമായ രേഖകളുമായി നിയമപരമായി പ്രവേശിച്ച യാത്രക്കാരെ ഒരു കൂട്ടം ആളുകള്‍ തടഞ്ഞു തിരിച്ചയച്ച സാഹചര്യത്തില്‍ പോലീസില്‍ പരാതിപ്പെടാതെ യാത്രക്കാരുമായി ഒരു ദ്വീപില്‍ നിന്നും മറ്റൊരു ദ്വീപിലേക്ക് ഊര് ചുറ്റിയ ട്രാവല്‍ ഏജന്‍സിയുടെ നിലപാടിലും ദുരൂഹതയുണ്ടെന്നും ആരോപണം ഉയരുന്നുണ്ട്.

യാത്രക്കാര്‍ക്ക് ഒരുക്കിയ താമസ സൗകര്യങ്ങള്‍ നിയമപരമായ മാനദണ്ഡങ്ങള്‍ പാലിച്ചു കൊണ്ടുള്ളതായിരുന്നില്ല എന്ന സംശയമാണ് ഇവിടെ ഉയരുന്നത്. മുന്‍കൂട്ടി പണം നല്‍കി യാത്രക്കാരുടെ പേരില്‍ താമസ സൗകര്യം ബുക്ക് ചെയ്തിട്ടുണ്ടെങ്കില്‍ ഒരു കൂട്ടം ആളുകള്‍ തടസ്സം സൃഷ്ടിച്ച സാഹചര്യത്തില്‍ ട്രാവല്‍ ഏജന്‍സി നിയമപരമായ നടപടികള്‍ സ്വീകരിക്കേണ്ടതായിരുന്നു.

യാത്രക്കാര്‍ക്ക് നിയമപരമായി താമസിക്കാന്‍ അനുവാദം ലഭിക്കാത്ത സ്ഥലത്തോ അല്ലെങ്കില്‍ യാത്രക്കാര്‍ക്ക് താമസ സൗകര്യം ഒരുക്കേണ്ട നിയമപരമായ നിബന്ധനകള്‍ പാലിക്കാതെയോ ആണ് താമസ കേന്ദ്രങ്ങള്‍ ഒരുക്കിയത് എന്നാണു ആരോപണം. ഇത് മൂലമാണ് നാട്ടുകാരുടെ പ്രതിഷേധം ഉണ്ടായപ്പോള്‍ നിയമപരമായ നടപടികള്‍ സ്വീകരിക്കാതെ യാത്രക്കാരുമായി ട്രാവല്‍ എജന്റ് നാട് ചുറ്റിയത് എന്നാണു ആരോപണം.
